Video editing requires a stout CPU, big sticks of RAM and plenty of disk drive space.
Get an Intel Core 2 Duo or a Quad Core
4 GB DDR2 or DDR3
250-320GB internal drive + big external drive
A nice independent GPU video card for video rendering is also a plus.
You are looking at $600-$1000 range (or more)

cheap laptop for video editing?

can anyone recommend a cheap laptop to me for under $400 that will be able to run sony vegas 9.0?

I will say this. You need a powerful processor (i5 and i7 from Intel, and at least a Quad/Quad-APU from AMD). But what you need more then that is memory; Vegas will EAT RAM for breakfast. Depending on how large your videos are, 8Gb should be the minimum (from my experience; anything less then that caused problems with how much I could render at once).
