What is a good video-editing software for adding special effects to a video?

I am going to be working on a short film, and I am going to need to add lasers into it. What is a good video-editing software that allows you to add special effects such as lasers into videos.

For a computer, I have a Windows XP, and for current video-editing software, I have Windows Movie Maker and Pinnacle VideoSpin, but neither of them have what I need.

Hi, i love video editing and i need a good software. Like sony vegas or corel videostudio for windows xp professional. It says windows service pack 3 is needed for download sony vegas.
