Video editing software that allows you to add speech bubbles?

I am making a movie without any voices in it, and I want to put a speech bubble over people's heads, and put text in it, much like a comic book. Is there any video editing software that allows me to do this? I would greatly appreciate the best option.

Hey. I use windows movie maker and it just hasn't been doing it for me. I need a video editing software that allows me to lay one video clip over another so that they play simultaneously. If you've ever seen one of MysteryGuitarMan's videos, that's the kind of thing I'm going for.
If you could provide me with a download link also that would be awesome.

Adobe Premiere Pro and Adobe After Effects will do that nicely.
