I like iMovie for beginners. I've been using Final Cut for a while and like it a LOT. Both are very powerful and intuitive - once you get the hang of them (like any other software).
"Best software" depends on your needs, what can run on your computer and the projects you are running. For example, iMovie and Final Cut are available only for Macintosh. If you dont' use a Mac, then they cannot be "best". Sony Vegas and Adobe Premiere are pretty good for the Windows environment.
"Best sort of camera" depends on your needs, what can run on your computer and the projects you are running. Helmet cams, miniDV tape, Flash memory and hard disc drive all have their advantages and disadvantages. All have a screw mount for a tripod.
I make my videos by capturing low compression digital video to miniDV tape, importing and editing low compression HDV format video and exporting or rendering the video in different formats depending on the viewer requirements. Computer files at high quality, high definition format, h.264; regular DVD player into VOB files using a DVD authoring application, uploading to YouTube as medium quality h.264 computer files...

My girlfriend is wanting to try her hand at being a Youtube star and has set me on the task of finding her a video editing software. If you can point me in the right direction of finding the best free or extremely cheap program it would be greatly appreciated.

FileLab is a freeware video editing program for just about all platforms (Mac, PC, etc...). I use it a lot to make YouTube videos. It runs in your browser using a simple plug-in download. It has many transition and video effects, very good title editor, and customized color correction to include brightness, contrast, hue, saturation, and gamma. VSDC is also freeware, but has much more advanced capabilities than FileLab, such as green screen! It's not as obvious or easy to use as FileLab, but did I already mention it has green screen (chroma key), and it's free?
