I have a gopro and I'm planning to buy a video editing software, I am thinking of Adobe premiere elements 10. Can you make slow motion clips with premier Elements 10? If this isn't the best choice as video editing software wat kind of software would you guys advice?

Yes you can. But if you need a very good quality slow motion, use twixtor. Search 1000fps twixtor on youtube and you'll find out the difference without it. APE 10 hint:
