I need something that will take my avi file and draw on the actual screen to point out something, bleep out words, brighten, crop and also zoom in. What is the best for what I need?

Photobucket is a great web based and FREE editing tools. The software behind it comes from Adobe who make some of the best commercial ($$$) photo and video editors. If you need/want more features downloading VideoSpin or VideoThang are great options. Still free, but you have to download the software. For under $100 you can buy Adobe Premiere Elements.

Windows Movie Maker is not that cleared zoomed in.

I don't think getting new software will help, sounds like the resolution of the video is pretty low. All video will distort after zooming in so much.
