I am currently using windows movie maker. Are there any other good free video editing software out there??

These two programs are light years ahead of Windows Movie Maker, in Video Editing Abilities. Takes a bit of work, but they are free.

Make sure, before you do this, to make sure your computer can meet or exceed those Specs above, and pay special attention to the AVCHD specs if you have or are going to get a HD camcorder.
A laptop running these Programs, when rendering say a 10 minute Video out, be prepared, render times could leave your laptop useless, while rendering for 4 or 5 days on that file. Besides you cannot upgrade a Laptop this way, so it unlikely these program will run on most Laptops.

I am starting video editing, and I don't think that I should just jump into a $500 program. What would you think is a cheap starter program for video editing?

Microsoft Movie Maker -- already installed on computers that are running Windows XP. If you have Vista or 7, you can use the latest version:

Avid FreeDV -- available for both Windows and Mac operating systems, and includes basic video and audio editing capabilities, as well as up to two streams of real-time effects. On the whole, a solid video editing program that is slightly hard to use, but very powerful once you learn its ins and outs.
