The best free software is vReveal - http://www.vreveal.com/download - It is the only video editing program that a non-professional can actually use, all the others expect that you know what you are doing.

This program is much faster than any other video editing program. That enables you to observe in real time, on a split screen, what will the adjustments you selected do, compared to the original. The other programs will just leave you waiting while they process the clip, and in the end you may see that it's not perfect and you need to do it again. It will take you too long to become proficient in any of those.

The commands in vReveal are simple and it can also be set to work on automatic, fixing whatever it concludes needs to be repaired.
I've checked and ti will work on your Windows 7.
