What is the best video editing software at a reasonable price for someone with not much spare money?

I need a video editing program for windows that is under 50 dollars. I would be willing to spend maybe 70 dollars on it. Can anyone suggest some programs. All im really looking for is a program that has the time line of the entire movie that i can just cut out scenes and paste it. Also it has to be saved in standard video formats.

Im looking to start a vlog with a green screen background. I need a good camera to record that comes with good video editing software so i can use the green screen and add other effects.

Very few consumer cameras come with decent video editing software (and none of the pro-level cameras & camcorders include any edit software at all).

Good green-screen (or blue-screen) "ChromaKey" work needs accurate color rendition for the best results, which usually means a 3-chip camera sensor (and pro-level prices for this feature). And consumer cameras & camcorders usually scrimp on color digitizing methods & use more video compression which also affects color accuracy & detail.

But thanks to improved editing software & effects plug-ins, you can get some decent green-screen background effects even with a single-chip camera/camcorder (or even a decent webcam) & so-so consumer video quality files. Just don't expect "Weather Channel" or Star Wars/Avatar keying quality on your finished results.

Tell us a bit more about your budget range (both for camera & software), since cameras & camcorders range from cheap (in quality & price) from under-$100 to over $50,000 (and higher!) for professional & cinema grade gear. And edit software runs from "free" (bundled with your computer's O/S or your camera's media browser CDROM) to a thousand or more at the pro-edit & post-effects level.
