Video Editing Software?

I have a video of a storm and I want to be able to frame it on a spot in the video where its lighting striking down. Whats a good software that lets me go frame by frame?

best free or cheap video editing software?

i seriously want to get into video editing and filming and acting so i need the best ssoftware for a budget

It may sound strange but... Blender(3d software) has powerfull features for video editing. U can do hell of a lot things with it, but u need knowledge for that. Even make 3d models in scenes and mix it with movie with effect u wont plus animate effect over frames. I totally recommend it. Its kinda best to have software that is "all in one".
