I got some episodes of FLCL dubbed in English, but the dubs start too late. I need a free (if possible) video editing software that'll let me move the audio track back so that it'll sync up with the video correctly. A cheap editing software that does this would work as well, but I'm looking to spend as little as possible.

You can do this with VirtualDub, but correcting poorly synced audio tracks can be a real pain in the posterior.

http://www.videohelp.com has tutorials on demuxing audio / correcting audio delay, and links to the SourceForge.net page for VirtualDub and its sister, VirtualDubMod (which most of the audio correcting tutorials will probably tell you to use).

Again, what you want to do is technical and will require several programs and quite a bit of time to get right. Once you get it set up right, though, you should be able to shoot right through the work with the same / similar methods and settings.
