What sorts of processors, RAM, video card, etc. should I be looking at? I want to know my best options before I buy something that wouldn't do the job. Should I go Apple or Windows?

Mac vs. PC eh, well if you don't like tinkering with your computer, learning all about hardware options and admin tasks and just want to be a computer user then the Mac is better choice. If you don't mind being a computer hobbyist, and spending time figuring things out and are trying to minimize your costs then a Windows PC is a better choice.
As for specs, look at the system requirements for the software you're planning to use as a starting point. Editing video is a compute intensive task so you'll want to get as much power as you can afford. The iMac or Mac Pro desktop machines are preferred over laptops.

I've been seeing a lot of people walking into a macstore with their desktops and laptops looking to convert to the mac system. I'm wondering do many people regret the switch and move back?

I suppose it depends on what you're trying to do. Obviously they excel at video editing, but they're terrible for gaming. They also have a bunch of compatibility issues since most software is designed for Windows.
Cost is also a big difference, especially with desktops. They cost a lot more for the performance that you get, and they're more difficult (if even possible) to upgrade. However, if you plan on getting a whole new iMac, you'll end up disposing of the screen, which is disappointing because it looks pretty damn nice and is probably worth a good amount of money.
I'm not intending to bash the Mac, since it has its specializations, but if you're just looking to do everyday computing and don't intend to do too much with media, you're probably better off with a PC.
