What is the best program to use for video editing?

Much the same as Photo shop seems to be the preferred choice for photos what is the most advanced or most popular video equivalent?

For film/tv professionals - Avid and Final Cut Pro. Avid is still the big bad boy on the block. Its not perfect, but it had market saturation years before Final Cut Pro could tie its own laces. Final Cut Pro has made huge strides though and because of its cost and other applications bundled with it, is becoming quite popular. These programs are not cheap, but they are the best and they are what the pros use. Also used by professionals is the Media 100. It was a big player a long time ago, but has now become more of a niche system (but its still floating around there in major editing centers).

Broadcast - Canopus Edius. A lot of broadcasters still use this. I think it was once called Canopus Edius Broadcast, but now they've parred the name down.

For corporate videos/wedding/porn/lower end "pros" - Adobe Premiere Pro I think is main one here. The current version is good enough to go toe to toe with Final Cut Pro, but Adobe was off the Mac for a while with Premiere Pro, so its not really being used professionally a lot. But that's the fault of Adobe's business strategy, not the quality of the program. Get it in the production premium bundle and you get a suite that easily rivals Final Cut Studio 2.

Prosumer - Sony Vegas. Its fairly easy to pickup and cheaper than the other options. But its more robust than any of the free options out there. So its definitely a step up from the purely consumer grade ones.

Consumer - AVS as someone mentioned is gaining popularity. There's Windows Movie Maker and iMovie. These are okay for basic editing. But as you start to get more demanding with your needs, these will soon no longer be good enough.

There is no "best" option. The artist makes the tools work for him/her. You can cut an oscar worthy piece on any of the professional level applications. But you have to have the story telling skills to do it. The software won't make you brilliant.

Avid, Final Cut Pro, and Adobe Premiere Pro packages are all top notch. Not super cheap, not easy to learn in some respects, but all are super robust editing tools.

Oh and there's what I consider the uber-pro software made by Autodesk. Its mainly meant for finishing rather than initial story telling, but its amazing software. It costs a tone though and is what companies like Lucas Film, ILM, etc., would use.

How do I add static and other visual effects to my videos without Adobe?

I have a video ARG running and I need to add static effects and distortion to my videos like static, high saturation, low res, and other things. I don't have enough money for adobe after effects so I need some freeware programs or other things. A good example for what I need is something to the effect of "MarbleHornets" if you've seen it.,

aside from freeware editors, you could trial After effects and others, and test plugins,
check software you may have for video camera and dvd burners,
