What is a video editing software that can overlay audio from multiple videos?

I need a video editing software that can play the audio from multiple videos at once, without necessarily playing each video at once (It'd be awesome if you could tell me the name of this effect, too).

The more inexpensive the better.

for Mac, - Adobe Premiere, Final Cut Pro

it is called "Picture In Picture". you can do it 'manually' by place 2 video layer and resize / crop one of those videos (or both)

Not so much video EDITING software...The majority of my videos are made from pictures and text, not film.

I'm looking for:
many cool effects for pics and text
fairly easy to use
preferably lightweight program
be able to save at least 720p
stability
able to handle split second flashes of images( I say this because WMM can't handle more than about 3 pics per second)

freeware would be nice but it doesn't have to be.
